The present report builds upon various studies published by the Center for the Study of Democracy throughout the last decade which have focused on specific aspects of organized crime in Bulgaria contraband, the drug market, tax fraud, human trafficking, arms Journal of Regional Security , Katerina Gachevska.
The article discusses some of the implications of the post inclusion of the problem of organized crime into the international security agenda. The analysis uses the case of Bulgaria where organized crime was identified and handled as national security threat in late s in conditions of a shrinking social role of the state. This prompted a continuous and all pervasive institutional and legislative reform with limited results which led to a growing distrust in the Bulgarian institutions.

Since the end of the s an increasing number of states have begun to recognise the problem of organised crime as an internal security issue with an international and even global dimension. This has been largely a politically-driven agenda backed by Western policy makers and some academic literature on the phenomenon of organised crime which is usually explained by the globalisation process and the socio-economic changes that it generated.
