The government responded to the criticism of its March Bill with assurances that the proposed legislation would be reviewed, and invited stakeholders to share their concerns. Regrettably, the September Bill was published by gazette with the same lack of transparency, accountability or democratic ethos that was seen in the production of its predecessor.
There was no white paper issued on the context and justification for the law nor was there any process by which a draft Bill was publicized for meaningful feedback before being gazetted.
